First Tutorial
So here is a tutorial....its not EXACTLY the same as the icon I posted but its the best I could do.
Go from this 
to this

Sharpen your cap & then size & crop it:
Duplicate layer & screen (60% opacity) 
New selective layer: Curves: RGB: 68,115: 
New fill layer: #d0471e (soft light 10% opacity) 
Color Balance: Midtones - +8,-12,-16: 
New Selective Color: 
Reds: -100,0,+100,0
Yellows:-10,0,-20,0
Greens:+100,+100,+100,0
Neutrals:+20,+5,+15,0
Blacks:0,0,0,+100
New fill layer:#dbe7bc (color burn 30%) 
Duplicate base layer bring it to the top & set to soft light:
New fill layer:#ffb400 (soft light 10%)
That's it done, you've gone from this to this
I sometimes add another fill layer #e1e0e0 (linear burn 100%) it adds something to the icon!!! 
And that's it!!
